Social protection mechanisms such as universal pensions have great potential to reduce old-age poverty, improve access to healthcare, and restore their sense of dignity by giving them more financial independence. However, policy commitments themselves are not enough to guarantee that social pension schemes will function well. They can face plenty of challenges. Eligible older people may be missed from registration, payments may be delayed or the system for selecting recipients may not be transparent.
